Supervisory Recreation Fee Technician

Supervise a team of at least four employees and volunteers personnel tasked with performing Recreation Fee Program related duties in which more than 75% of the subordinate workload is at the GS-03 and/or GS-04 grade level. Supervisory duties require the incumbent to assign daily work assignments to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work; evaluate work performance of subordinates; validate routine audit findings; give advice, counsel, or instruction to employees on both work and administrative matters; identify developmental and training needs of employees, providing or arranging for needed development and training. Supervisory duties may also require the incumbent to interview candidates for positions in the unit; recommend appointment to such positions; effect minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases; hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to the higher-level manager; and/or develop performance standards. Non-supervisory duties include serving as a technical authority in resolving issues associated with the collection, deposit, and tracking of federal funds. Analyze financial data for budget preparation and assist in the fee program's budget. Establish control measures, monitor, and track obligations and expenditures, recommend budget adjustments. Troubleshoot technical issues with fee program related technologies and equipment that include hardware, software, and peripheral devices such as hand-held devices, computers, point-of-sale (POS) equipment, registers, tablets, mobile phones, scanning devices, and reservation systems. Prepare and complete remittance reports, review shift reports, and count funds collected. Verify funds collected against shift reports, journal and receipt tapes, and a register of refunded and voided transactions. Verify and confirm sales of passes, on register journal tapes and POS records. Count and balance all monies for shift report. Verify and remit funds using dual controls protocol. Investigate and proactively resolve routine or recurring discrepancies, and track overages, shortages, and errors. Create deposit tickets electronically through automated U.S. Treasury deposit systems. Verify that all deposits for sales and/or donations are accurate. Ensure all cash, check, credit card, and voucher sales are deposited in appropriate time frames and in the correct amount to the appropriate functional areas. Provide appropriate personnel with fee deposit records and reports (e.g., OTCnet cash deposit ticket, SF-215 Check Deposit Report and Credit Card Summary) for accounting and reconciliation. Conduct fee compliance checks for registrations and payments at campgrounds, park entrances, and/or fee stations. Conduct fee compliance checks of campground users. Prepare or update operating manuals and/or standard operating procedures. Serve as uniformed representative of the NPS. Provide current and accurate information and excellent customer service. Explain recreational opportunities, including NPS interpretive services, wilderness/backcountry permits, campground availability, hiking trails, etc. Distribute maps, brochures, and other printed material, inform visitors of potential safety hazards, and provide directions and routes of travel. And other duties as assigned.
