This position functions as an innovation specialist for the Behavioral and Physical Health and Aging Services Administration (BPHASA) within the Office of Strategic Partnerships and Medicaid Administrative Services. This position provides BPHASA with expertise of behavioral and physical health integration models and delivery system structures, technical direction, program and policy development, and guidance for the implementation of highly specialized and complex behavioral and physical health integration programs delivered through Michigan’s public behavioral health system as required by state and federal laws/regulations. This position is responsible for the oversight and expansion of BPHASA’s integrated Medicaid Health Homes for beneficiaries with significant behavioral health needs per Section 1945 of the US Social Security Act and required by PA 166 of 2020. This position is also responsible for the implementation of other transformative integration initiatives with Prepaid Inpatient Health Plans (PIHPs), Community Mental Health Services Programs (CMHSPs), and Federally Qualified Health Centers (FQHCs), including Michigan’s “Promoting the Integration of Primary and Behavioral Health Care” cooperative agreement with the federal Substance Abuse and Mental Health Services Administration and a health information technology project through the American Rescue Plan Act. The position will support integrated care program planning and implementation, including policy promulgation, establishing operational protocols, and developing implementation schedules in consultation with vendors, local providers, and stakeholders pertinent to the provision of integrated care. The specialist will also ensure that programs are developed in accordance with Michigan’s Mental Health Code, Medicaid requirements, and budgeted appropriations.

Required Education and Experience
Education
Possession of a bachelor's degree in any major.

Experience
Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level.


Additional Requirements and Information
Position Location/Remote Office: This position will work remotely. Occasional travel to the office located at Capital Commons may be required. Selected candidates who have been approved to work remotely must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview. 
Employees will be provided computers to perform state work. Phones may also be provided for necessary communications. If working remotely, employees will be responsible for providing other components of a remote office at their own expense, including:
  • A secure work location that allows privacy and prevents distractions.
  • A high-speed internet connection of at least 25 Mbps download and 5 Mbps upload.
  • Suitable lighting, furniture, and utilities.
